Ecuador Strengthens Maritime Security Governance

Ecuador received support for enhancing its national maritime security decision-making, policy development and implementation from a national workshop held from September 1 to 5. It is the latest country to benefit from this kind of national workshop. The workshop held in Guayaquil focused on technical aspects of the “IMO’s Whole of Government Approach to Maritime Security”, emphasizing inter-institutional coordination and the importance of national information-sharing mechanisms. The “IMO’s Whole of Government Approach to Maritime Security” is an innovative program of integrated workshops and tailored support to the needs of each member country, offering assistance for the structure and practical framework needed to reinforce national maritime security decision-making and governance. IMO, going forward, will continue to help Ecuador establish a National Maritime Security Committee, a National Risk Register, and National Security Strategies.

Onboard Carbon Capture and Storage Highlighted as Possible Climate Technology Solution

On September 11, IMO’s Future Fuels and Technology Project hosted a Technical Seminar on the latest status of Onboard Carbon Capture and Storage (OCCS) Systems. OCCS is emerging as a potential technology to reduce greenhouse gas emissions in the shipping sector. This technology captures CO₂ before it enters the atmosphere and temporarily stores it onboard before it is transported for utilization or permanent storage. Carbon Capture and Storage technology captures CO₂ and stores it underground permanently and is being recognized as a key tool to mitigate climate change.

 

IMO’s newly appointed Director of the Marine Environment Division, Mr. David Osborn, said that this seminar aimed to improve an understanding of the latest developments in OCCS technology and its role in decarbonizing international shipping. Experts shared their experiences learned from the demonstrations of technology and offered recommendations for addressing regulatory gaps in IMO’s ongoing regulatory work on OCCS. One member of IMO noted that the organization was actively developing a regulatory framework for the safe and sustainable use of this technology. In addition, the seminar called for collaboration in advancing OCCS as a potential temporary solution that can help mitigate climate change.
